Architecture Outlives Content
Scaffold persists; content turns over; the moat is structure — in PROCESS systems. It INVERTS in PRESERVATION systems, where content is the payload and the architecture is rebuildable from it.
The claim in full
In every persistent system — biological, cognitive, or digital — what endures and compounds is the organisational structure, not the individual components. Content turns over; scaffold persists; function is maintained. AMENDED 2026-08-18: this holds where the system's function is PROCESS — the content is a substrate the structure operates on, and structure is what re-instantiates function. It INVERTS where the system's function is PRESERVATION — there the content is the payload, the architecture is replaceable delivery machinery, content continuity is what maintains function, and the architecture can be rebuilt FROM the content.
What would falsify it
A law that cannot fail is not a law. Each of these is the observation that would break this one, written before the evidence was looked for, so the frame can lose.
A PRESERVATION system where losing the content but keeping the institution maintained function; OR a PROCESS system where content continuity maintained function after the structure was lost. Supersedes the prior falsifier ("a persistent system where content continuity mattered more than structural continuity"), which was met by seed banks, scriptural transmission and repertoire and could not distinguish the two regimes.

Process/preservation scope clause. A pre-registered cross-domain probe returned 3 clean falsifiers of 5, and every falsifier was a PRESERVATION system while the sole survivor was a PROCESS system. Primary-grounded on the Crop Trust's own record of ICARDA: of 141,052 pre-war accessions, 83% were duplicated to Svalbard and only 1,657 were lost (98.8% preserved) after the Aleppo institution lost its regenerative capacity in 2012; the withdrawn content then rebuilt genebanks in Lebanon and Morocco. Content re-instantiated the architecture, which is the unamended law running backwards. This is a NARROWING, not a rescue: it forbids something the unscoped law did not.
