Bottleneck Migration
Value migrates to the most-resistant adjacent layer — usually up as lower layers commoditise, down to the physical/regulatory substrate (compute, power, fabs, access) when scarcity is physical.
The claim in full
When any layer becomes abundant or automated, value and scarcity migrate to whichever adjacent layer is now most resistant to commoditisation. Usually that is the coordinating, verifying, and selecting layer above it; when the binding scarcity is physical or institutional — compute, power, fabrication, regulatory access — the locus moves down to the substrate. The bottleneck never disappears; it moves to where resistance is highest.
What would falsify it
A law that cannot fail is not a law. Each of these is the observation that would break this one, written before the evidence was looked for, so the frame can lose.
A domain where automation or commoditisation of a layer did NOT cause value to migrate to any adjacent layer — the same layer kept its scarcity rent with no bottleneck relocation in any direction, up or down.

Direction-agnostic. Originally stated as strictly upward migration ("the layer above it"). Value migrates to the scarcity locus. Upward remains the default; every prior upward instance holds as a special case.
